“The strategic management of human capital requires an integrated approach to performance management and learning,” said Paul Sparta, chief executive officer and chairman of Plateau Systems of Arlington, Va.

Under the President’s Management Agenda’s human capital initiative, the government is doing just that, Sparta said. The PMA is “taking a holistic approach to assess competencies, facilitate career planning and support personalized development.”

More agencies are adopting performance management software to help advance holistic techniques. About 20 agencies have deployed Plateau Systems’ performance management system to review competencies and target career development.

In addition, the Office of Personnel Management recently awarded Plateau a contract to support all federal agencies with the system.

Plateau Performance Management lets managers implement personalized performance assessments that are automatically updated with job changes; align individual results to organizational goals and metrics; match individual career plans with job requirements; and support succession planning.
