Schlanger steps into Maryland CIO role

Maryland Gov. Martin O’Malley has appointed Elliot Schlanger, a technology expert with experience in both the public and private sectors, to be the state’s new chief information officer. He began working in his new post Dec. 3.
In his role as CIO, Schlanger will oversee the Budget and Management Department’s Information Technology division, which has 118 employees. He also will manage more than 50 major IT development projects spread across state agencies.
Schlanger most recently was chief technology engineer at Owings Mills, Md.-based Metrix Technology Engineering LLC, a management and technology consulting firm. Before that, he was the CIO for Baltimore, where he was responsible for the development and implementation of enterprise information systems and policies, as well as the overall technological strategy for the city. Before joining the Baltimore city government, he was divisional CIO at Raytheon Co.
While serving as Baltimore’s CIO, Schlanger developed the technology behind then Mayor O’Malley’s Citistat program, an accountability tool for city government, and implemented the city’s 311 system.
The appointment coincided with an executive order from O’Malley instructing agencies to work with the new CIO to streamline IT projects, achieve cost savings through economies of scale, and coordinate on security and disaster recovery training.
Schlanger has a chemical engineering degree from the University of Delaware and a master’s of business administration from the University of Miami.
